Because it is cute and has yellow and is not a run down house. I stumbled across this dress last week when I was checking out the summer sale at Second Style Island. The great thing about this dress it that the skirt comes in two version, sculpty and flexi.
If it isn't completely obvious to you yet I chose to wear the sculpty version. Aside from the yellow in it (my favorite color) I really like the top part of the dress, it just seems like it would hold up and display the ladies so nicely. I mean really who doesn't wanna show off their rack?
I swear despite my frown the dress really does make me happy.

That is a great option for dresses w/sculpted skirts- have a sculpted and a non sculpted option! Also, thanks for wearing Cerrie - it's one of my favorites and you wear my stuff so well :)
